Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COPAGGF7Q Site Location: SOUTH BOUND 1-5 AT DOWNING <br />Activity Summary <br />Activity Date <br />07/29/2020 <br />Recorded by <br />Received a call from Elianna Florido (EHD) notifying me that the diesel release at MURO <br />SB 1-5 was going to be cleaned up today. She asked that I call Brandon Espinoza <br />(All Environmental) at 10:00 AM. <br />Called Brandon Espinoza to ask that he calls me when they are about 30 minutes <br />from being finished. He said to head out there now since that are almost finished. <br />10:05 AM <br />Headed out to spill site. Met with Juan Arnnendarez (Cal Trans) and Brandon <br />Espinoza (All Environmental). On site they had a 20 yard bin. Approximately 18 X <br />8 feet area with an average depth of 1.5 feet of contaminated soil was excavated <br />with a Caterpillar Excavator in a rectangle shape. Observed dark coloration on the <br />rim of the soil that was not removed due to being one foot from the center divide <br />retaining wall. No oily staining was observed in the soil. No odor was detected <br />from the excavation site. Cleanup was deemed adequate. <br />All Environmental had placed the oily absorbent generated from cleanup on the <br />date of the vehicle collision (June 30, 2020) over the diesel contaminated soil. <br />Brandon Espinoza (All Environmental) took a sample of a mixture of diesel <br />contaminated soil with oil contaminated absorbent for analytical lab testing. <br />Brandon reported that the results for the sample were non-hazardous. I requested <br />a copy of the lab results, copy of shipping document, copy of manifest. <br />Brandon reported that he has not received any return to his calls and emails from <br />the responsible party. I discussed with Lead Senior Elena Manzo and she <br />suggested that 1 search CERS for other environmental contact. 1 searched county <br />for the RP address. Address is located in Los Angeles COunty. I searched various <br />variation for the business on CERS, but nothing showed up for the GM Expressa <br />business in Walnut, CA. <br />I called the business (909) 505-2360 and dispatch responded. I didn't catch her <br />name. I let her know that Tony (GM Expressa Owner) has not yet responded to <br />our calls or emails regrading the hazardous waste release on the 1-5 freeway in <br />Stockton, CA.. I let her know that violations were issued for the hazardous waste <br />released and every time I attempt to contact Tony, is billable time. She told me <br />she will relay the message and took down my contact information once again. <br />07/31/2020 Called GM Expressa Inc 909-505-2360 and spoke to dispatch. Requested a direct MURO <br />number for Tony the owner. I also asked for his last name. The receptionist does <br />not know his last name, and doesn't have a phone number for him. She only has <br />his email address <br />08/04/2020 Contacted Brandon Espoinoza, (All Environmental). He has not heard from them MURO <br />either. <br />08/05/2020 Sent email to Lead Senior Elena Manzo (EHD) with details of my response and MURO <br />question regarding an unresponsive RP for this complaint. <br />08/10/2020 Received/read copy of letter from RP's Insurance from Brandon Espinosa stating MURO <br />that they are working on the claim for the incident. <br />08/12/2020 Received email from Barbara Butler (CHP) at BButler@chp.ca.gov. She just MURO <br />returned from vacation and was requesting status on the cleanup. I replied to let <br />her know the site has been cleaned up by All Environmental. <br />08/18/2020 Updated Elena Manzo, Lead Senior REHS, on the waste disposition.
