I called the person notifying MURO <br />Cal OES, John Cowan (Ross Island Sand and Gravel Safety Officer) at <br />360-790-3165. John Cowan reported that he was not sure when the boat sunk. He <br />reported that only 10 - 15 gallons of diesel were in the vessel's fuel tank. Ross <br />Island Sand and Gravel staff deployed boom and absorbent all around the vessel. <br />Location of release is at the Port of Stockton, 2201 W Washington St in Stockton, <br />Berth 20. I told John I would be heading out there, and he told me that I would not <br />have access, as the location was in the twik area. I discussed with Elena Manzo, <br />Lead Senior REHS (EHD). I called Port of Stockton to see if someone can assist <br />with access to the site. Spoke to Steven Bender who will assist once I get to the <br />facility. <br />3:20 PM Headed out to the Port of Stockton 2201 W. Washington. Met with <br />Steven Bender. We caravaned past the twik check point and to berth 20. I met <br />with Steve Crawford (Ross Island Sand and Gravel personnel). He showed me to <br />the vessel. I observed that the sunken vessel was already lifted out of the water. <br />There was boom surrounding the boat. I observed little sheen.
