Elena talked to me about the complaint alleging impact to water WONG
well. She will also talk Robert of Solid Waste regarding the allegation of
concrete/gunite waste disposed to land. Recommend referring also to Code
Enforcement. CUPA may have to first change the PE to 4300 if want me to pick it
up, since CUPA wants to punt it to Unit 2 as Elena stated it doesn't meet the
requirement of HW for characteristic pH.
08/24/2021 Called complainant to get more information regarding the dumping of gunite and PRESTO
lime. Complainant stated that the dumping has been happening for approximately
6 months. Complainant noticed the piles while working a nearby property. Per
complainant, a swimming pool business operates from the property and pool
chunks from the business are being dropped off and stored on the property. The
trucks that come in do not have any names listed on them. Per the complainant
the piles look to be from pool resurfacing from the business being run from the
property. Complainant believes they are gunite and lime based on experience
working with those substances in the past (as a union pool plasterer), but is not
certain. Equipment for the possible business is stored in the back of the property.
The complainant stated that their well water is coming out with a white color.
Complainant stated we can contact them to view the piles from their property.
Went to speak with Jeff Wong in Water Quality with Elena Manzo, CUPA
regarding the complainant's well water having a white color. Complainant suspects
the water's color is due to the piles being kept next door. Provided complaint
number.
Called County Code Enforcement 209-468-3141. Referred to complaint to County
Code Enforcement. Spoke with Juanita and informed her about the piles and
suspected pool business operating from the property. The complainant has
offered site access from their property to view the piles.
Called Robert McClellon to refer complaint to Solid Waste. Informed him that
about the piles on the property. The complainant has offered site access from their
property to view the piles. Also informed him that it was also referred to Country
Code Enforcement and EHD Water Quality. Sent him an email summary of our
phone call.
5105.rpt
