i <br /> Section 13 Confined Space Program <br /> • Dangerous air contamination due to the flammability of a gas or vapor is defined as an <br /> atmosphere containing the gas or vapor at a concentration greater than 20 percent of <br /> its lower explosive (lower flammable) limit. <br /> • Dangerous air contamination due to a combustible particulate is defined as a <br /> concentration greater than 20 percent of the minimum explosive concentration of the <br /> particulate . <br /> • Dangerous air contamination due to the toxicity of a substance is defined as the <br /> atmospheric concentration immediately hazardous to life or health . <br /> Note: This definition of dangerous air contamination due to the toxicity of a substance <br /> does not preclude the requirement to control harmful exposures, under the provisions <br /> of Article 107, to toxic substances at concentrations less than those immediately <br /> hazardous to life or health. <br /> Oxygen Deficiency. An atmosphere containing oxygen at a concentration of less than <br /> 19. 5 percent by volume . <br /> Operation Procedures and Employee Training <br /> Operating Procedures <br /> These operating and rescue procedures shall be provided to affected employees . <br /> Surveillance of the surrounding area to avoid hazards such as drifting vapors from tanks , <br /> piping and sewers , harmful exhaust from generators and traffic shall be conducted before <br /> any entry to ensure that no harmful conditions could arise from conditions outside the <br /> space . <br /> Entrant's duties and responsibilities : It is the entrant's duty to inspect all PPE prior to use , <br /> ensure appropriate atmospheric conditions exist, and work safely while in the confined <br /> space . <br /> Attendant Responsibilities : It is the attendant's responsibility to maintain in verbal/visual <br /> contact with the entrant and activate rescue procedures should an incident occur. <br /> Entry Supervisor responsibilities : It is the entry supervisor's responsibility to create an <br /> exclusion zone , post signage , ensure proper documentation is completed and air monitor <br /> the space for atmospheric hazards . <br /> Employee Training <br /> Employees , including standby persons shall be trained in the operating and rescue <br /> procedures , including instructions as to the hazards they may encounter (see page 4 <br /> information under Confined Space Operations, bullet regarding standby person ) . The <br /> Safety Director is responsible for training foreman in this program .
