i Section 13 Confined Space Program • Dangerous air contamination due to the flammability of a gas or vapor is defined as an atmosphere containing the gas or vapor at a concentration greater than 20 percent of its lower explosive (lower flammable) limit. • Dangerous air contamination due to a combustible particulate is defined as a concentration greater than 20 percent of the minimum explosive concentration of the particulate . • Dangerous air contamination due to the toxicity of a substance is defined as the atmospheric concentration immediately hazardous to life or health . Note: This definition of dangerous air contamination due to the toxicity of a substance does not preclude the requirement to control harmful exposures, under the provisions of Article 107, to toxic substances at concentrations less than those immediately hazardous to life or health. Oxygen Deficiency. An atmosphere containing oxygen at a concentration of less than 19. 5 percent by volume . Operation Procedures and Employee Training Operating Procedures These operating and rescue procedures shall be provided to affected employees . Surveillance of the surrounding area to avoid hazards such as drifting vapors from tanks , piping and sewers , harmful exhaust from generators and traffic shall be conducted before any entry to ensure that no harmful conditions could arise from conditions outside the space . Entrant's duties and responsibilities : It is the entrant's duty to inspect all PPE prior to use , ensure appropriate atmospheric conditions exist, and work safely while in the confined space . Attendant Responsibilities : It is the attendant's responsibility to maintain in verbal/visual contact with the entrant and activate rescue procedures should an incident occur. Entry Supervisor responsibilities : It is the entry supervisor's responsibility to create an exclusion zone , post signage , ensure proper documentation is completed and air monitor the space for atmospheric hazards . Employee Training Employees , including standby persons shall be trained in the operating and rescue procedures , including instructions as to the hazards they may encounter (see page 4 information under Confined Space Operations, bullet regarding standby person ) .
