Section 13 Confined Space Program <br /> new hazard has been created and/or if special deviations have occurred . Training must be <br /> documented . <br /> Rescue <br /> • No entry rescue shall be permitted of Western Pump , Inc. employees . <br /> • Employees will utilize 911 or on base fire/ems services for any and all confined <br /> space rescues . <br /> • The rescue service shall be notified prior and given a chance to evaluate the space <br /> and practice rescue prior to entry . <br /> Pre-entry <br /> The applicable provisions of this subsection shall be implemented before entry into a <br /> confined space . <br /> • Lines which may convey flammable , injurious , or incapacitating substances into the <br /> space shall be disconnected blinded or blocked off by other positive means to <br /> prevent the development of dangerous air contamination and/or oxygen deficiency <br /> within the space . The disconnection or blind shall be so located or done in such a <br /> manner that inadvertent reconnection of the line or removal of the blind areeffectively <br /> prevented . Exception: This does not apply to public utility gas distribution systems. <br /> Note: This subsection does not require blocking of all laterals to sewers or storm <br /> drains. Where experience or knowledge of industrial use indicates materials resulting <br /> in dangerous air contamination may be dumped into an occupied sewer, all such <br /> laterals shall be blocked. <br /> • The space shall be emptied flushed or otherwise purged of flammable , injurious or <br /> incapacitating substances to the extent feasible . <br /> • The air shall be tested with a calibrated Gas Meter. A written record of such testing <br /> results shall be made on the Confined Space Checklist and kept at the work site for <br /> the duration of the work . <br /> o Never enter the space to conduct the air test. It is the best practice to sample the <br /> space with a probe through the weep hole initially, to prevent exposure to <br /> potentially dangerous or deadly vapors that may have built up under the man hole <br /> cover. <br /> o Once it has been determined safe to open the confined space , the remote sampling <br /> tube may be lowered into the space or the meter may be lowered on a rope . A <br /> thorough sampling of the space at the lowest level , a mid point and towards the top <br /> is necessary because gasses may stratify in the space . That is , some gasses are <br />
