The standards have been set by the State Depart- <br />ment of Health Services and are explained below. <br />Pursuant to Sections 4010-4037 of the Health and <br />Safety Code, the California Department of Health Services <br />has adopted primary and secondary drinking water standards <br />that are to be met by each person who owns or operates a <br />public water system.
