DAVID OLMSTEAD <br />September 30, 1483 <br />Page Two <br />Section 64473 also provides that constituent concentrations <br />ranging to the upper contanimant level are acceptable if it <br />is neither reasonable nor feasible to provide more suitable <br />waters. Constituent concentrations ranging to the Short <br />Term contaminant level are acceptable only for existing <br />systems on a temporary basis pending construction of treat- <br />ment facilities or development of acceptable new water <br />sources. New services from systems serving water which <br />carries constituent concentrations between the Upper and <br />Short Term contaminant levels shall be approved only: (1) if <br />adequate progress is being demonstrated toward providing <br />water of improved water quality, or (2) for other compelling <br />reasons approved by the Department of Health. Section 64411 <br />provides that for those public water systems supplying fewer <br />than 200 service connections the local health officer may <br />act for the Department. I presume this is a system of less <br />than 200 service connections and would therefore be under <br />County control. <br />We have talked "in general" to both State and <br />County people. They will be very reluctant to approve TDS <br />levels above 1000 for any system. If you can economically <br />use a filter, that is a handy solution.
