Item No. 3 <br />PC: 12-4-86 <br />ZR-87-10 <br />Page 1 <br />RECOMMENDATION <br />It is recommended that the Planning Commission: <br />Recommend to the Board of Supervisors that they approve the <br />Negative Declaration and instruct the Clerk to file a Notice <br />of Determination. <br />Forward ZR-87-10 to the Board of Supervisors with a recommen- <br />dation to approve the reclassification from I-PA to R1-11 and <br />C-2, as shown on the Exhibit map, based on the four "Bases <br />for Recommendation" contained in the staff report. <br />It is further recommended that the Commission direct staff to <br />consider initiating a rezoning of this property to CS <br />(Commercial Service) as soon as this zone is adopted by the <br />Board of Supervisors. <br />BASES FOR RECOMMENDATION <br />The proposed zone districts are consistent with the General <br />Plan because the General Plan/Zoning Consistency Matrix <br />adopted by the Board of Supervisors shows the Rl-U zone as <br />being consistent with the Low Density Residential land use <br />designation and the C-2 zone as being consistent with the <br />Commercial Service land use designation in certain cir- <br />cumstances, and the districts are compatible with General <br />Plan policies. <br />The site of the proposed zone district is suitable for any of <br />the land uses permitted within the proposed zone districts <br />because the site is of adequate size and can or will be able <br />to meet all requirements for development which may be imposed <br />by the Planning Code. <br />The proposed zone districts are reasonable and beneficial at <br />this time because public services are or will be made <br />available prior to development. <br />The proposed zone districts will not have a substantial, <br />adverse effect on surrounding properties because the project <br />site is within an area committed for residential and commer- <br />cial development, and the uses proposed are adjacent to simi- <br />lar uses already in existence. <br />PROJECT DESCRIPTION <br />The proposed zone reclassification is to rezone a 36.63-acre par- <br />cel presently zoned I--PA (Interim Protected Agricultural) into
