As noted above, further application <br />review will be required prior to development. <br />Noise• <br />Noise projections for Interstate 5 indicate that the project <br />site will be impacted by noise from vehicle traffic on the <br />freeway. The noise level is not considered to be excessive for <br />the commercial area. Special design and noise buffering <br />measures will be required for the residential subdivision. <br />Traffic Circulation: <br />The project site is located north of. the intersection of <br />Thomsen and Harlan Roads. Thomsen Road is designated as a <br />minor collector on the General Plan map. Although Harlan Road <br />is now classified as a local street on the General Plan map, it <br />functions as a minor collector, and tentative plans are to show <br />it as a minor collector on the revised General Plan. The <br />Department of Public Works will require frontage improvements <br />for any future development. In addition, "J" Street presently <br />terminates at the east boundary of the subject property. <br />Development of the property will require the extension of "J" <br />Street westerly to Harlan Road. <br />Cal -Trans notes that development of the project site may require <br />improvements to the Louise Avenue and Lathrop Road interchanges <br />at I-5. Additional traffic analysis has been included in the <br />work program for the Environmental Impact Report on the Valley <br />Haven project located on Lathrop Road. This analysis will <br />address the impact of additional traffic on these interchanges. <br />FACILITIES/SERVICES: <br />Sewage Disposal: <br />The project site is within the new sewer project area of the <br />Lathrop County Water District. The sewer project is expected <br />to be completed next year. The project site has capacity <br />allotments in the Manteca -Lathrop Wastewater Plant expansion. <br />Development will require construction of a collection system <br />and verification of the sewer allocation. The present alloca- <br />tion is for 185 units, which may be exceeded by the residential <br />and commercial development. Future sewage disposal require- <br />ments for the commercial area will depend on the specific types <br />
