SPX CORPORATION ORDER R5-2019-0018 <br /> SPX MARLEY COOLING TECHNOLOGIES GROUNDWATER CLEANUP NPDES NO. CA0081787 <br /> Section 1.4 of the SIP: <br /> ECA = C + D(C— B) where C>B, and <br /> ECA = C where C<_B <br /> where: <br /> ECA = effluent concentration allowance <br /> D = dilution credit <br /> C = the priority pollutant criterion/objective <br /> B = the ambient background concentration. <br /> According to the SIP, the ambient background concentration (B) in the equation <br /> above shall be the observed maximum with the exception that an ECA calculated <br /> from a priority pollutant criterion/objective that is intended to protect human health <br /> from carcinogenic effects shall use the arithmetic mean concentration of the <br /> ambient background samples. <br /> c. Primary and Secondary MCLs. For non-priority pollutants with primary MCL's to <br /> protect human health (e.g., nitrate plus nitrite), the AMEL is set equal to the primary <br /> MCL and the MDEL is calculated using the AWEL/AMEL multiplier, where the <br /> AWEL multiplier is based on a 98th percentile occurrence probability and the AMEL <br /> multiplier is from Table 2 of the SIP. <br /> For non-priority pollutants with secondary MCL's that protect public welfare (e.g., <br /> taste, odor, and staining), WQBEL's were calculated by setting the LTA equal to the <br /> secondary MCL and using the AMEL multiplier to set the AMEL. The MDEL was <br /> calculated using the MDEL/AMEL multiplier from Table 2 of the SIP. <br /> d. Aquatic Toxicity Criteria. For constituents with acute and chronic aquatic toxicity <br /> criteria, the WQBEL's are calculated in accordance with Section 1.4 of the SIP. The <br /> ECAs are converted to equivalent long-term averages (i.e. LTAacute and LTAchronic) <br /> using statistical multipliers and the lowest LTA is used to calculate the AMEL and <br /> MDEL using additional statistical multipliers. <br /> e. Human Health Criteria. For constituents with human health criteria, the WQBEL's <br /> are calculated in accordance with Section 1.4 of the SIP.
