The following is an itemized list of hazardous waste violations that have not been <br /> addressed for SPEEDEE OIL CHANGE & TUNE-UP-MTCA as of May 27, 2022. <br /> Open violations from December 10, 2021 inspection <br /> Violation#507-Failed to conduct daily inspections of hazardous waste tank system and maintain records <br /> onsite. <br /> OBSERVATION: Daily hazardous waste tank inspection records for the used oil tank were not available for review <br /> during the inspection <br /> REGULATION GUIDANCE: <br /> (a)The owner or operator shall inspect,where present, at least once each operating day: <br /> (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br /> (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous <br /> waste (e.g.,wet spots, dead vegetation); and <br /> (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#605-Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Failed to completely label hazardous waste containers. <br /> a)The used antifreeze container label was not readable since the label was hidden behind door hardware. Relabel <br /> the container or rotate the container to make the entire label visible. <br /> b)The facility decided in 2011 to dispose of metal fines,from brake rotor smoothing, as hazardous waste. The <br /> 5-gallon container of metal fines near the brake rotor machine was not labeled as hazardous waste. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> Page 4 of 5 <br />
