A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY MUNICIPAL AIRPORT 5749 S TRACY BLVD,TRACY February 17, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 713 CFR 112.7(e), 112.8(c)(6) Failed to test or inspect each container for integrity based on industry standards. <br /> OBSERVATION: Facility failed to test each aboveground container for integrity based on industry standards, as <br /> discussed in the SPCC Plan: Section 2.11 (page 12)discusses an external Integrity inspection must be made every <br /> 20 years by a licensed inspector and are due for the certified inspection in 2020.A certified inspection was not <br /> observed on site. <br /> REGULATION GUIDANCE: REGULATION GUIDANCE: 112.8(c)(6)Test or inspect each aboveground container <br /> for integrity on a regular schedule and whenever you make material repairs.You must determine, in accordance <br /> with industry standards,the appropriate qualifications for personnel performing tests and inspections,the frequency <br /> and type of testing and inspections,which take into account container size, configuration, and design (such as <br /> containers that are: shop-built,field-erected, skid-mounted, elevated, equipped with a liner, double-walled, or <br /> partially buried). Examples of these integrity tests include, but are not limited to: visual inspection, hydrostatic <br /> testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive <br /> testing.You must keep comparison records and you must also inspect the container's supports and foundations. In <br /> addition, you must frequently inspect the outside of the container for signs of deterioration,discharges,or <br /> accumulation of oil inside diked areas. Records of inspections and tests kept under usual and customary business <br /> practices satisfy the recordkeeping requirements of this paragraph. <br /> 112.7(e) Inspections,tests, and records. Conduct inspections and tests required by this part in accordance with <br /> written procedures that you or the certifying engineer develop for the facility. You must keep these written <br /> procedures and a record of the inspections and tests, signed by the appropriate supervisor or inspector,with the <br /> SPCC Plan for a period of three years. Records of inspections and tests kept under usual and customary business <br /> practices will suffice for purposes of this paragraph. <br /> CORRECTIVE ACTION: Immediately conduct the necessary integrity testing on the 12,000-gallon Av gas tank and <br /> 10,000-gallon Jet A based on industry standards Integrity Test Standard of STI SP001. Maintain testing and <br /> inspection records. Submit a copy of the test/inspection results to the EHD. <br /> This is a repeat violation, Class II. <br /> 716 CFR 112.8(c)(8)(v) Failed to regularly test liquid level sensing devices to ensure proper operation. <br /> OBSERVATION: Test records for the liquid level sensing devices for the 12,000-gallon Av gas and 10,000-gallon <br /> JetA tanks were not observed for years 2019 and 2020. <br /> Additionally the only one annular sensor for JetA was listed in the Liquid Sensor Setup on the Veeder Root panel. <br /> An annular sensor was not observed on the Liquid Sensor Setup for Av Gas. During the inspection 2 sensors were <br /> observed, one on each tank. <br /> REGULATION GUIDANCE: (c)(8)(v)You must regularly test liquid level sensing devices to ensure proper <br /> operation. <br /> CORRECTIVE ACTION: Liquid level sensing devices must be installed in accordance with CFR 112.8 and shall be <br /> regularly tested to ensure proper operation.
