A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY MUNICIPAL AIRPORT 5749 S TRACY BLVD,TRACY February 17, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 610 CFR 112.7(a)(3vi), 112.7(a4)Plan failed to adequately detail information and procedures for reporting a discharge. <br /> OBSERVATION: The Spill Prevention, Control, and Countermeasure(SPCC) Plan does not adequately discuss <br /> procedures for reporting a discharge, information and procedures for reporting a discharge are not included within <br /> the Plan. <br /> -Page 13 of the SPCC Plan listed an incorrect phone number for California Office of Emergency Services.This was <br /> corrected on site. <br /> -Page 28 and 29 of the SPCC Plan does not list damages or injuries caused by the discharge and if evacuations <br /> were needed as a results of the discharge. <br /> REGULATION GUIDANCE: The SPCC plan shall include: (vi)Contact list and phone numbers for the facility <br /> response coordinator, National Response Center, cleanup contractors with whom you have an agreement for <br /> response, and all appropriate Federal, State, and local agencies who must be contacted in case of a discharge as <br /> described in § 112.1(b). <br /> (4)Unless you have submitted a response plan under§ 112.20, provide information and procedures in your Plan to <br /> enable a person reporting a discharge as described in § 112.1(b)to relate information on the exact address or <br /> location and phone number of the facility;the date and time of the discharge,the type of material discharged; <br /> estimates of the total quantity discharged; estimates of the quantity discharged as described in§ 112.1(b);the <br /> source of the discharge; a description of all affected media;the cause of the discharge; any damages or injuries <br /> caused by the discharge; actions being used to stop, remove, and mitigate the effects of the discharge;whether an <br /> evacuation may be needed; and, the names of individuals and/or organizations who have also been contacted. <br /> CORRECTIVE ACTION: Ensure the SPCC Plan to include injuries, damages and evacuations as part of the <br /> procedures for reporting a discharge. Submit proof of correction to the EHD. <br /> This is a repeat violation, Class II. <br /> 620 CFR 112.7(f)(1) Failed to train personnel on all discharge prevention details listed in this section. <br /> OBSERVATION: It appears that the oil handling personnel were not adequately trained, as required. Section 2.6 on <br /> page 11 lists placing a temporary cover over the drain inlet located 35 feet southeast of the fuel unloading ramp <br /> during any fuel unloading operations. Per Ralph Alonzo and Paula Jessup, a drain cover is not part of their usual <br /> fuel unloading operations and the facility does not have a cover for this drain <br /> REGULATION GUIDANCE: (f)(1)At a minimum,train your oil-handling personnel in the operation and maintenance <br /> of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br /> regulations; general facility operations; and,the contents of the facility SPCC Plan. <br /> CORRECTIVE ACTION: Ensure adequate training to all oil handling personnel and submit a copy of the training log <br /> and training content to the EHD. <br /> This is a repeat violation, Class II. <br /> FA0021241 PR0515802 SCO01 02/17/2022 <br /> EHD 28-01 Rev.12/06/2021 Page 9 of 11 Aboveground Petroleum Storage Act OIR <br /> 1868 E.
