A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY MUNICIPAL AIRPORT 5749 S TRACY BLVD,TRACY February 17, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CFR 112.7 Failure of Plan to fulfill basic requirements including a cross-referencing section. <br /> OBSERVATION: The Spill Prevention, Control, and Countermeasure(SPCC)Plan reviewed at the time of <br /> inspection,dated 12/17/2019,did not follow the order or requirements of 40 CFR Part 112.7.A adequate cross <br /> reference section was not included. <br /> -The cross reference section on page 7 of the SPCC Plan lists that 112.7(f)for employee training is found on page <br /> 11, but was found on page 10 of the SPCC Plan. <br /> REGULATION GUIDANCE: If you are the owner or operator of a facility subject to this part you must prepare a Plan <br /> in accordance with good engineering practices.The Plan must have the full approval of management at a level of <br /> authority to commit the necessary resources to fully implement the Plan.You must prepare the Plan in writing. If you <br /> do not follow the sequence specified in this section for the Plan, you must prepare an equivalent Plan acceptable to <br /> the Regional Administrator that meets all of the applicable requirements listed in this part, and you must supplement <br /> it with a section cross-referencing the location of requirements listed in this part and the equivalent requirements in <br /> the other prevention plan. If the Plan calls for additional facilities or procedures, methods, or equipment not yet fully <br /> operational, you must discuss these items in separate paragraphs and must explain separately the details of <br /> installation and operational start-up. <br /> CORRECTIVE ACTION: Ensure that your SPCC Plan complies with the following requirements [SELECT WHAT <br /> WAS INADEQUATE]: 1. It follows the required SPCC rule sequence and/or includes adequate cross-reference. 2. <br /> It is prepared in accordance with good engineering practices. 3. Has the full approval of management at a level of <br /> authority to commit the necessary resources to fully implement the SPCC plan.4. The plan is in writing. 5. The plan <br /> addresses additional procedures/methods/equipment not yet fully operational. Provide proof of correction to the <br /> EHD. <br /> This is a repeat violation, Class II. <br /> 607 CFR 112.7(a)(3)(iii) Plan failed to adequately discuss facility drainage or drainage controls. <br /> OBSERVATION: The SPCC Plan in section 2.6 page 11 discusses a drain inlet that connects to the city's storm <br /> water system located 35 feet of the fuel unloading ramp. During the inspection after discussing with Paula Jessup <br /> and Ralph Alonzo,the drain is not connected to the storm water system for the city but rather leads to a drainage <br /> basin/retention area. <br /> REGULATION GUIDANCE: Discharge or drainage controls such a secondary containment around containers and <br /> other structures, equipment and procedures for the control of a discharge CFR 112.7(a)(3)(iii) <br /> CORRECTIVE ACTION: Ensure the SPCC Plan adequately discusses appropriate drainage applicable to this <br /> facility. <br /> This is a minor violation. <br /> FA0021241 PR0515802 SCO01 02/17/2022 <br /> EHD 28-01 Rev.12/06/2021 Page 8 of 11 Aboveground Petroleum Storage Act OIR <br /> 1868 E.
