SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; I y 1 Iii AMENDED <br /> 2/17/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MILLARD REFRIGERATED SERVICES 730 SPRECKELS RD, MANTECA February 15, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 708 HSC 25201.16(f) Failed to properly store and label containers of hazardous waste aerosol cans. <br /> OBSERVATION: The facility is managing universal waste(UW)aerosol can storage containers in a way that is out <br /> of compliance with this section. <br /> -Observed one poly drum (approximately 30 gallons capacity)of Aerosol cans by the battery storage area with <br /> incomplete labeling.The drum is labeled only with the wordings"Aerosol Cans". <br /> REGULATION GUIDANCE: A container hold universal waste aerosol cans shall be labeled or marked clearly with <br /> one of the following phrases: "Universal Waste-Aerosol Cans", "Waste Aerosol Cans", or"Used Aerosol Cans". <br /> CORRECTIVE ACTION: Label containers hold universal waste aerosol cans with one of the following phrases: <br /> "Universal Waste-Aerosol Cans", "Waste Aerosol Cans", or"Used Aerosol Cans". Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. <br /> This is a Class 11 violation. <br /> 713 CCR 66273.35 Universal Waste Handler stored waste onsite greater than one year or storage time unknown. <br /> OBSERVATION: The facility could not demonstrate that universal waste has been stored on site for no longer than <br /> one year. The following UW was stored on-site with no accumulation start dates. Storage time is unknown. <br /> 1)Two containers of Aerosol cans(One 55 gallon drum and one approximately 30 gallons). <br /> 2) Four boxes of UW Bulbs and Lamps <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.35 Accumulation Time Limits <br /> CORRECTIVE ACTION: Since it could not be demonstrated how long this UW was stored on site, immediately <br /> dispose of this UW in accordance with Title 22 California Code of Regulations. Provide a corrective action <br /> statement, the disposal record and supporting documentation to the San Joaquin County Environmental Health <br /> Department(EHD)within 30 days. <br /> This is a Class 11 violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
