Van Antwerp, PE <br />Environmental Remediation O&M Manager <br />Kinder Morgan <br />9950 San Diego Mission Road <br />San Diego, CA 92108 <br />RECEIVED <br />NON/ 2 3 1--1 <br />LN`'11Z0NN1LNTAL 11 AUF11 <br />REVIEW OF ANNUAL 2020 GROUNDWATER MONITORING REPORT, KINDER <br />MORGAN ENERGY PARTNERS STOCKTON TERMINAL, 2947 NAVY DRIVE, <br />STOCKTON, SAN JOAQUIN COUNTY <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br />has reviewed the 30 October 2020 Annual 2020 Groundwater Monitoring Report <br />(Annual Report) submitted by Arcadis U.S., Inc. on behalf of Kinder Morgan, Inc. <br />(Kinder Morgan) for the petroleum pipeline manifold area located at 2947 Navy Drive in <br />Stockton, San Joaquin County (Site). The Annual Report presents the results of the <br />third quarter 2020 groundwater monitoring event conducted from 31 August to <br />1 September 2020. The Annual Report also presents Kinder Morgan's recommendatior <br />to discontinue groundwater sample analysis for chemical oxygen demand, biological <br />oxygen demand, nitrite, and total orthophosphate. Since December 2005, Kinder <br />Morgan has been analyzing groundwater samples for these constituents and other <br />general water quality parameters to assess the natural attenuation of petroleum <br />hydrocarbons in groundwater at the Site in accordance with the 17 February 2005 <br />Groundwater Cleanup Plan for the SFPP, L.P. Stockton Terminal (Cleanup Plan) <br />prepared by Levine Fricke. <br />Annual Report Summary <br />On 31 August 2020, Arcadis gauged Site monitoring wells SP/M-1, SP/M-3 through <br />SP/M-9, SP/M-9B, SP/M-9C, and SP/M-10. Arcadis measured depth -to -groundwater in <br />Site wells at 3.95 to 6.47 feet below top of casing. Arcadis inferred an <br />east -southeasterly groundwater gradient in the shallow groundwater interval and an <br />east -northeasterly gradient in the intermediate groundwater interval, both of which are <br />generally consistent with historical trends. <br />From 31 August to 1 September 2020, Arcadis sampled the 11 Site monitoring wells <br />and analyzed samples for gasoline -range petroleum hydrocarbons (TPHg), diesel -range <br />petroleum hydrocarbons (TPHd), benzene, toluene, ethylbenzene, xylenes, methyl <br />tert-butyl ether (MTBE), tert-butyl alcohol (TBA), and the general water quality <br />KARL E.
