Mr. Alan R. Van Antwerp, PE - 2 - 6 November 2020
parameters identified in the Cleanup Plan. Alpha Analytical Inc. (Alpha) detected TPHg
(up to 18,000 micrograms per liter [pg/L]), TPHd (up to 1,500 pg/L), benzene (up to
6,300 pg/L), toluene (up to 94 pg/L), ethylbenzene (up to 170 pg/L), xylenes (up to
260 pg/L), MTBE (up to 180 pg/L), and TBA (up to 11,000 pg/L) at concentrations that
are generally consistent with historical data. Alpha and California Laboratory Services
detected general water quality parameters at concentrations that are generally
consistent with data collected since 2005 and suggest that biodegradation of petroleum
hydrocarbons is occurring under strongly reducing anaerobic conditions.
Comments
In their 23 July 2015 Request to Modify Monitoring and Reporting Program No.
R5-2005-0815, Kinder Morgan requested that biochemical oxygen demand, chemical
oxygen demand, total organic carbon, nitrite, and ortho-phosphate be removed from the
annual monitoring event analytical suite. In response, Central Valley Water Board staff
omitted general water quality parameters from Monitoring and Reporting Order
No. R5-2015-0823 (i.e., the Central Valley Water Board has not required analysis for
these constituents since 2015). Accordingly, Central Valley Water Board staff approves
Kinder Morgan's recommendation to discontinue groundwater sample analysis for
chemical oxygen demand, biological oxygen demand, nitrite, and total orthophosphate.
If you have any questions, you may contact me by phone at (916) 464-4707 or email me
at geoff.radera_waterboards.ca.gov.
QROFESS/p
oFREYLWU R„FyG,
C 80249
EXP.
CiV1 4"'
0AYDR;kx
P41E.
545
Dov 2 0Z -e
Geoffrey Rader, P.E. #C80249J Meli,
Water Resource Control Engineer Seni r Engineering
CC' San Joaquin County Environmental Health Department, Stockton
Ms. Danielle Catlin -Wright, Arcadis, Roseville
