Item No. 1 <br /> PC: 5-17-84 <br /> 5-84-5 <br /> Page 1 <br /> REFERRALS AND REPLIES <br /> Public Works: See attached "Conditions" <br /> STAFF ANALYSIS <br /> The site contains 3 .15 acres on portions of two previously <br /> filed subdvisions : Oakwood and Sunny Valley Gardens . There <br /> are 18 residences on 10 lots . One of the residences straddles <br /> an existing lot line. <br /> The applicant proposes to resubdivide the existing 10 lots to <br /> create a total of 16 lots . No new residences are planned. The <br /> proposal will provide a separate lot for each residence, with <br /> the exception of two lots that will have two residences each. <br /> The existing problem of the residence bisected by a lot line <br /> will be eliminated. <br /> The project conforms to the General Plan density standard of <br /> the Low Density Residential designation: 2 - 6 dwelling units <br /> per gross acre. Lot sizes conform to the width, area, and set- <br /> back requirements of the R-2 zone . Two single-family residen- <br /> ces per lot are permitted in the R-2 zone. The R-2 zone has <br /> been adopted as consistent with the Low Density Residential <br /> designation. <br /> The site is within the East Stockton building moratorium area. <br /> The moratorium prohibits new construction that would require <br /> the expansion of an existing septic tank system or the <br /> installation of a new one on a lot that did not already have <br /> one. No new construction is planned at this time; however, <br /> once public sewers are extended, further development will be <br /> possible. <br /> General Plan policies state that all possible means will be <br /> used to ensure that existing urban areas are provided with <br /> public water, sewer, and drainage services . Plan policies also <br /> mandate that residential expansion within urban growth areas be <br /> provided with public services. The existing residences are <br /> connected to public water service. <br /> Terminal drainage and(public sewer services will be required <br /> prior to recording the Final Map. <br /> Access streets are existing. Improvements and dedications will <br /> be required along the existing streets . <br /> Based on an Initial Study of the project, a Negative <br /> Declaration has been prepared. <br />
