November 5, 1998
Alan Coon c/o
Bray, Geiger, Rudquist & Nuss
311 East Main Street
Stockton, CA 95202-2904
Re: 23023 S. Santa Fe Road, Escalon, CA
On, October 6, 1998, a meeting was held at 304 E. Weber Street to discuss abatement of the solid waste
accumulation at 23023 S. Santa Fe Road, Escalon, CA. Present at that meeting were, Dee Anne Watkins,
Robin Drivon (County Counsel's Office), Jerry Oberhelman (California Integrated Waste Management
Board), Jack & Elsie Merenda (Prudential), Alan Coon (Attorney for Cal State Mortgage Co.), one of the
owners of Cal State Mortgage, Mike Huggins, Al Olsen, Robert McClellon, and Steven Mindt (San Joaquin
County Environmental Health Division).
The results of that meeting resulted in an agreement between San Joaquin County and Cal State Mortgage,
that the solid waste which is located above the ground, of said property, shall be removed and transported
to a permitted solid waste facility. The underground material will be addressed after a site investigation is
performed. This department is requesting a work plan, which identifies time frames, final destination of
wastes, and addresses public health and safety issues.
The work plan shall be submitted to the department within fourteen days of receipt of this letter. The
removal and disposal shall begin within thirty days of the approval of the "work plan". Failure to comply
with these time frames may result in a formal enforcement action.
l
