SAN ,dDAQ U I N Environmental Health Department <br /> C01-1 N T <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NORTH COUNTY LANDFILL 17720 E HARNEY LN, LODI February 24, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 90 days: The waste oil tank observed in the maintenance shop had an accumulation date of <br /> 05/11/2021. <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 602 CCR 66262.34(e)(1)(B)Stored satellite accumulated waste on site longer than one year or 90 days after fill date. <br /> OBSERVATION: Satellite hazardous waste containers were observed stored on-site for too many days. The <br /> following containers were observed in the maintenance shop: <br /> -one blue metal 55 gallon drum of waste gasoline was observed without an accumulation start date <br /> -one black metal 55 gallon drum of oily absorbent was observed without an accumulation start date <br /> REGULATION GUIDANCE: Satellite accumulated waste shall not be stored on site for more than 90 days after the <br /> container was filled, or more than one year if not full,whichever comes first. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste in compliance with Title 22 California Code <br /> of Regulations.
