SOME OF <br />WATER/FUEL MIXTURE DID DRAIN INTO NEARBY DRAIN, BUT DRAIN WAS SHUT OFF AT TIME OF DISCOVERY. WATER/FUEL <br />CONDENSATION WAS FROM OLDER FUEL TANKS BEING DECOMMISSIONED. Met with Jordan Giannone (Line BAKER <br />Service Manager). Went to tank farm. Water was observed on pavement from <br />tank farm to two drains located south of tank farm. Drains were closed. Water <br />was pooled on top of drains. No sheen observed on water. No smell of fuel <br />observed around drains. American Environmental Aviation is doing the <br />decommissioning of the tank farm. Clean-out of the inside of the tanks will be <br />started on 2/16/22. <br />02/15/2022 Received page from front counter. Ellen Mussbauner (Deputy Director of Airport) <br />reported fuel contaminated water going into the drain at the airport. Called Ellen <br />Mussbauner at 209-468-5657. Ellen Mussbauner said that a maintenance worker <br />noticed the fuel when they smelled it in the water and stuck their hand in it. Drain <br />and lift pump have been turned off. Unsure how much fuel went into drain. Gave <br />Ellen Mussbauner the number for CAL DES for a spill report. <br />Called Joe Le Bel (General Manager) of Atlantic Aviation at 209-699-0096. He <br />said that there was no fuel going into the drain. Only water from the secondary <br />containment was being emptied. Company doing the decommissioning is not <br />cleaning out the tanks until 2/16/22. Company doing decommissioning used <br />absorbent pads on the water and no fuel came off the water. <br />Called Richard Stiffler of Stockton Storm Water and let him know about the <br />incident. He said he would find out if that drained to a city storm drain. <br />Called San Joaquin County Storm Water regarding spill.
