The Design
is based on the findings of the previously reviewed Soil Suitability / Nitrate Loading Study (SS/NLS)
dated July 13, 2021 & August 26, 2021 prepared by BSK. EHD has the following comments for
your consideration.
The EHD requires additional information before the Design can be approved. Please address the
following issues in an addendum and revised site plan.
The proposed leach field does not meet equal distribution requirement. Leach lines must be
equal length to provide equal distribution in leach field. Also, seepage pits are required for
all leach lines to provide equal distribution. (SJC OWTS Standards 9.3.1)
2. Cut sheets for the proposed septic tank, lift station, pump, and audible and visual alarm (A/V
alarm) were not included in the Design. Provide specifications for the septic tank, lift station,
pump(s), A/V alarm, and all relevant components (SCJ OWTS Standards 7.1). Specification
for the pump must address the equipment's ability to meet peak flow as recommended in the
Design. A/V alarms are required for the lift station (SJC OWTS Standards 10.5)
3. The SS/NLS estimated the long-term nitrate loading to be 19.76 mg/L of Nitrate as Nitrogen
(NO3-N). Provide a method to mitigate the estimated long-term nitrate loading from the
proposed OWTS that reduces Nitrate -Nitrogen to below the current maximum contamination
level (MCL) of 10 mg/L NO3-N. Provide specification sheets for the treatment method and
calculations showing the effluent meeting discharge standards (SJC OWTS Standards
7.1.3).
Note: The treatment system Fuji Clean USA Model CEN 21 does not meet NSF 245 standard
for 50% Nitrate -Nitrogen reduction as claimed (source: info.nsf.org).
4. Risers are required if septic tank lids are deeper than 2 feet below grade (SJC OWTS
Standard 5.5)
1868 E.
