SAN JOAQUIN <br /> Environmental Health Department <br />Time In: 9:20 am <br />Time Out: 10:17 am <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: TAQUERIA LA ESTRELLA Date: 02/17/2022 <br />Address: 737 N MAIN ST, MANTECA 95336 <br />Owner/Operator: FONSECA, JUAN FRANCISCO Telephone: (209) 823-9000 <br />Program Element: 1600- FOOD PROGRAM Complaint #: C00054678 <br />Responsible Party Contact. <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />COMPLAINANT ORDERED SHRIMP AND OTHER FOOD FOR THEIR GIRLFRIEND THROUGH DOOR DASH ON <br />SATURDAY 2/12/22. COMPLAINANT ALLEGES ORDER WAS COLD AND SHRIMP WAS NOT THOROUGHLY <br />COOKED. COMPLAINANTS GIRLFRIEND HAD AN UPSET STOMACH AFTER EATING FOOD. COMPLAINANT CALLED <br />FACILITY TO LET THEM KNOW AND ALLEGES THE EMPLOYEE ON THE PHONE BLAMED THE COMPLAINANT AND <br />SAID THEY WERE THE NOT AT FAULT AND THAT THE COMPLAINANT WAS THE ONE WITH THE PROBLEM. <br />VIOLATIONS AND CORRECTIVE ACTIONS <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br />113700. All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public health <br />and have the potential to cause foodbome illness. All major violations must be corrected immediately. Non-compliance may warrant immediate closure of <br />the food facility. <br />#5 Hands Clean/Properly Washed/Proper Glove Use Major <br />OBSERVATIONS: I don't see any of the employees washing hands during my inspection. Start today to implement washing <br />hands between tasks among employees. <br />CALCODE DESCRIPTION: Employees are required to wash their hands: before beginning work before handling food / equipment / <br />utensils as often as necessary, during food preparation, to remove soil and contamination when switching from working with raw to ready <br />to eat foods, after touching body parts after using toilet room or any time when contamination may occur. (113952, 113953.3, 113953.4, <br />113961, 113968, 113973 (b-t)) <br />#6 Handwashing Facilities Supplied and Accessible Major <br />OBSERVATIONS: Front hand sink, by the front prep sink, is not used to wash hands. Sink is used to wash vegetables. Stop <br />this practice immediately. Remove all food from hand sink, clean sink and start to use it to wash hands today. Corrected. <br />Back hand sink is lacking soap. Provide soap today. Corrected. <br />CALCODE DESCRIPTION: Handwashing soap and towels or drying device shall be provided in dispensers dispensers shall be <br />maintained in good repair.
