Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: CO3DKMRWV Site Location: 6540 S AUSTIN RD <br />Activity Summary <br />Activity Date Recorded by <br />07/20/2020 10:06 PM: Responded to page from San Joaquin General Hospital (SJGH) MURO <br />209-468-6000. Operator reported a call for a 2 gallon paint spill on asphalt at <br />BNSF, 6540 S. Austin Rd in Stockton. Contact info for Cisco Sanchez (BNSF) <br />was provided: 817-593-6823. I called Cisco Sanchez (BNSF) to confirm <br />information. He reported no waterways were impacted. American Integrated <br />Services (AIS) was contracted for cleanup. Cisco Sanches (BNSF) reported that <br />this release was discovered at 14:30 Pacific time ( 2:30 PM). They did not report <br />until later because they determined it was a hazardous release at 20:55 (the Cal <br />OES Control #: 20-3843 spill report was received via email at 10:05 PM). Cisco <br />Sanchez gave me the contact information for the BNSF contact for this spill: John <br />Brainard, Load and Ride Solutions Manager, (209) 460-6061. Called John <br />Brainard (BNSF). He confirmed the information. He reported that the responsible <br />party was FEDEX, however he did not have their contact information. He <br />indicated AIS was still on site. He provided contact information for AIS personnel <br />onsite, Carlos Sanchez 707-210-5529. Called Carlos Sanchez (AIS) and asked <br />how much longer would they be onsite. He reported they may be onsite for <br />another hour to an hour and a half. <br />Consulted available lead senior supervisor, Elena Manzo, (EHD), who advised <br />that I head out to the spill site. <br />11:11 PM Arrived at 6540 S. Austin Rd. in Stockton BNSF, but it took a while to <br />get passed the check-in point. <br />Met with Carlos Sanchez, who told me that they used simple green biodegradable <br />solution and paint scrapers to clean paint off of the asphalt on Lot 174. Railcar # <br />FBXU531527 belonging to FEDEX was no longer onsite. AIS performed cleanup <br />on the railcar and resealed the damaged container. The waste was in the leaker <br />pit area. Carlos showed me the waste generated which was one partially-filled <br />55-gallon drum of spill debris, rags, and PPE contaminated with paint-related <br />materials. One 55-gallon drum contained the two 5-gallon damaged containers of <br />paint-related material: lacquer coating. <br />Carlos Sanchez (AIS) said the two 55-drums will be transported that night to the <br />BNSF staging area located at 801 Diamond St., Stockton, CA 95205 because <br />this facility (6540 S. Austin Rd) is not permitted to store RCRA waste, and this <br />waste will be RCRA waste due to its characteristic of ignitability D001. I asked if <br />he was going to generated a uniform hazardous waste manifest, and he said he <br />was not.
