Do3 — Fjor (c1-0 Date Abated: /1 I 2-02_2_ <br />Activity Summary <br />Discussed complaint with Elena Manzo, Ld Sr REHS. <br />Received Cal OES spill report #21-2558, reporting 1500 gallons of processed <br />water released during a cleaning of a pond using a guzzler truck when the trucked <br />tipped over on a steep hill; 1300 gallons stayed on the facility and 200 gallons <br />impacted the Lathrop City right of way (west side of McKinley Ave); no waterways <br />impacted; release stopped and contained; cleanup being done by a contractor. <br />Called and spoke to Molly Dimick, JR Simplot Corporate Environmental Engineer. <br />Per Molly, the release occurred last night and JR Simplot was notified this <br />morning; Ancon Services was guzzling slurried processed water from a JR Simplot <br />evaporation pond used in the manufacturing of fertilizers; the slurry was going to <br />be recycled back into the fertilizer manufacturing process; the evaporation pond is <br />covered by JR Simplot's waste discharge permit with the State Waterboard (permit <br />#R5-2019-0010); Brenden Kenny with the State Waterboard was called, but the <br />call was directed to the Cal OES Warning Center; Lathrop Public Works director, <br />Michael King, was notified; Michael informed Molly that no storm drains are <br />located in the area where the spill occurred, and that a construction inspector will <br />be sent to the site; the spill is believed to only have impacted dirt; Ancon is <br />performing the cleanup; Jeremiah Ramirez, JR Simplot Sr Process Engineer, is <br />overseeing the clean-up. <br />Prepared for complaint inspection. Arrived on-site and met with Jeremiah, who <br />escorted me to the spill location. Observed a spill of ammonium sulfate east of the <br />facility's waterponds and west of McKinley Ave. The spill impacted the soil on the <br />west shoulder of McKinley Ave and the soil west of the facility's fence. No storm <br />drains or waterways were impacted. Ancon Services was on-site covering the spill <br />area on the shoulder with visqueen and cones; the shoulder will be excavated <br />after USA dig is approved. Per Jeremiah, Ancon will begin the clean up on the <br />west side of the fence today. Per Jeremiah, the excavated sulfate and soil will be <br />placed back <br />into the facility's fertilizer manufacturing process. Notified Jeremiah that he would <br />be receiving a Notice To Abate and would need to provide a safety data sheet for <br />the spilled material and a hazardous waste determination for the waste generated <br />from the clean-up. Took photos of the spill site. Left site for EHD. <br />Arrived at EHD.
