Vang-Lee with response and clean up oversight of MANZO <br />a diesel roadway spill. No injuries or evacuations and no nearby schools. <br />09/07/2021 I received a page at 5:15pm from the San Joaquin County General Hospital. They <br />are reporting a 40 gallon diesel spill due to a vehicular accident. I called CHP at <br />209-943-8600 and requested for on-site personnel contact information. The <br />operator stated he would have someone call me back. I called and updated lead <br />Elena Manzo. <br />I arrived on site at approximately 6:24pm and met with Sergeant Barbara Butler <br />and Anthony Alejo (Manager of Ryder Truck Rental). Per Sergeant Butler, 40 <br />gallons of diesel was released from the left saddle tank due to a vehicular <br />accident. I observed diesel staining on the road (asphalt) and shoulder (gravel <br />and soil). I observed Anthony placing absorbent pads beneath the left saddle tank <br />as it continued to drip diesel. Dave's Towing and Derek Smith of Patriot <br />Environmental arrived shortly after 8pm. The saddle tanks were emptied before <br />the truck was towed away. The diesel was placed into 2 black metal 55 gallon <br />drums. Per Derek, approximately 40 gallons was drained from the left saddle tank <br />and approximately 45 gallons from the right saddle tank. The drums were labeled <br />as hazardous waste, closed, secured with cones, and left on site. Per Derek, the <br />drums will be picked up tomorrow. Absorbent was applied to the impacted <br />asphalt/road and swept onto the impacted soil and gravel. Derek covered the <br />impacted soil and gravel with poly sheeting and weighed it down with bags of <br />absorbent and the hazardous waste drums.
