Called and spoke to Alex Steele, PG&E Environmental
Field Specialist, who re-iterated the spill report information, stating that the water
in the ditch is flowing, and stated Dave Larsen of PG&E was on-site and going to
transport the transformer to the PG&E Stockton Yard and take an oil sample from
the transformer for PCB analysis. Alex stated that Fish & Wildlife may call him to
discuss the spill. I requested Alex tell Fish & Wildlife to call me. Alex stated it is
safe for me to visit the spill area. Notified Melissa Nissim, CUPA Program
Coordinator, of this spill. Prepared for inspection. Left home for spill site. Arrived
on-site. Received a call from Fish & Wildlife warden Raul Lomelli who stated he
spoke to Alex Steele about the spill and he was not overly concerned since Alex
stated only 4 gallons of a vegetable-like oil released into flowing water and could
not be recovered. Raul stated he would not be responding to the spill. Met with
George Orosco of PG&E traffic control. George escorted me to the spill location.
Observed an electrical pole collapsed along the ditch north of Collier Rd.
Observed about 1-2 feet of water flowing west in the ditch located north of Collier
Road. The water inside the ditch was flowing west. A boom was observed on the
water in the ditch. Oil was not observed on or around the boom. A 1ftx1ft area of
oil gobules were observed on the water next to vegetation in the ditch, just west of
the about 50 feet west of the transformer pole, next to the first driveway west of
the transformer pole. The spill clean-up is incomplete. Took photos. Left site.
Arrived home.
Stopped working on this complaint to respond to another spill report received
earlier.
8:48 pm - 9:30pm: Generated complaint and Notice To Abate. Emailed the notice
and a photo of the oil gobules on the water to Alex Steele (r2sv@pge.com).
11/03/2021 Updated Elena Manzo, Ld Sr REHS, on the spill.
