(Arcadis) has prepared this Incident Response Summary <br />Report (Report) on behalf of Union Pacific Railroad (UPRR) associated with an <br />incident response to cleanup diesel fuel released at Track PN002-9-806 on July <br />22, 2020 at the Port of Stockton in Stockton, California (Site; Figure 1 and <br />Figure 2). This Report has been prepared as requested by the Central Valley <br />Regional Water Quality Control Board (RWQCB) in the email to Arcadis dated <br />July 31, 2020. <br />BACKGROUND <br />According to UPRR, on July 22, 2020 red-dye diesel fuel was released from an <br />overflow pipe on Locomotive UP 9923 onto Track PN002-9-806 at the Central <br />California Traction Company (CCT) rail facility. An approximately 44 by 11-foot <br />area of petroleum hydrocarbon staining was observed on the ground adjacent to <br />the rail (Figure 2). <br />The release was reported to the UPRR Response Management Communication <br />Center (RMCC), which notified local and state regulatory agencies. The San <br />Joaquin County Environmental Health Department (SJCEHD) responded to the <br />notification as the regulatory oversight during the cleanup. UPRR, Patriot <br />Environmental Services, Inc. (Patriot), Jim Dobbas, Inc.
