Mr. Jeff Tierney <br />September 2, 2020 <br />OBJECTIVE <br />Response objectives included recovering fresh diesel, stained soil, and ballast rock based on visual <br />observations and managing the waste generated during the response. <br />These objectives were accomplished by recovering the free product with a vacuum truck and absorbent <br />pads and removing diesel impacted soil using an excavator and then collecting in-place soil samples for <br />laboratory analysis. Further, the waste soil was profiled and transported to an off-site licensed landfill for <br />disposal. <br />SCOPE OF WORK CONDUCTED <br />Soil excavation and sampling activities were conducted at the Site on July 22 and 23, 2020 to meet the <br />response objectives as detailed below. The SJCEHD observed the response activities on July 23, 2020 <br />and confirmed the cleanup met their expectations. A photograph log is provided as Attachment 1. <br />Initial Response Activities <br />On July 22, 2020, Ground Penetrating Radar Systems LLC, (GPRs) conducted a utility locate and found <br />no utilities within the vicinity of the release area. Nearby municipal utilities were identified by USA Dig <br />Alert and Arcadis documented the location of nearby sewer and storm drains. Diesel was not observed in <br />nearby storm drains. <br />Visually impacted ballast, soil, and diesel was removed by Patriot via vacuum truck from trenches <br />between and perpendicular the rail ties and from potholes. An approximately 44 by 11-foot area of <br />petroleum hydrocarbon staining was observed on the ground adjacent to the rail. Absorbent pads were <br />placed in the trenches and potholes to remove diesel. Ballast and soil recovered via vacuum truck was <br />stockpiled on plastic at a staging area south of Port Road A. Absorbent pads were placed in the trenches <br />and potholes overnight to absorb residual diesel in concurrence with SJCEHD. <br />Soil Excavation and Utility Inspection <br />On July 23, 2020, CCT cut approximately 80 feet of track, which was removed by Dobbas. After the track <br />was removed, Dobbas excavated an approximately 45 feet by 18 feet area to a maximum depth of <br />approximately three feet below ground surface (bgs). A photoionized detector (PID) was used to screen <br />the soil for volatile organic compounds (VOCs) to determine the final extent of the excavation area. Six in- <br />place soil samples were collected from the floor and sidewalls of the excavation (Figure 2). <br />Mr. John Alaniz, the SJCEHD representative, approved the excavation extent, stated no further action <br />was required by the County relative to the excavation activities, and confirmed the excavation was <br />approved for backfill. The excavation was backfilled with imported crushed rock subbase and new <br />imported ballast from UPRR in Oroville, California. The track was replaced by Dobbas and reconnected <br />by CCT. <br />Waste Management <br />Approximately 71 cubic yards of excavated material was loaded into five 20-yard roll-off bins and two 15- <br />yard roll-off bins and stored at a staging area south of Port Road A.
