Spoke to Kim Blackwell SAETERN <br />and Chris Magro of Stockton Downtown Marina reported the release. <br />10:14 Phoned Chris Magro, Harbor Master of Stockton Downtown Marina, at <br />323-613-5521. He stated a wooden boat had sunk in the boat slip overnight. <br />Verified amount of spill and locations. Per Chris Magro, absorbent pads, soft and <br />hard booms are placed into the boat slip and the owner, Alex Thompson, is <br />involved in cleaning. <br />Phoned Alex Thompson, 209-565-7702, when address given did not lead to the <br />boat docks. Per Alex Thompson, he would like place a plastic sheet under the <br />boat and then remove the water from the boat afterwards. Per Alex Thompson, <br />confirmed "less than a gallon of oil (was release), bit of oil around the top of the <br />water". Confirmed 2-3 gallon on and in the fuel tank at any one time. Possibly 2 qt <br />of gasoline in the boat engine. <br />Arrived on site with Elianna Florido, RENS. Spoke to Ely Hayes, Second Boat <br />hand, and Mike Crips, Lead Dock Hand who was observing the sunken boat. Ely <br />Hayes stated the boat began sinking overnight. <br />Strong gasoline-like odor and sheen in the water was observed. Per Ely Hayes, <br />there was a power outage therefore he does not believe the owner will be able to <br />use a generator to pump the water out of the boat. Photos was obtained. (See <br />photo log). <br />Phoned Chris Magro, 323-613-5521, informed him there was sheen observed in <br />the water and requested for more absorbent pads to be placed. <br />Generated compliant inspection report. Generated a Notice to Abate, emailed to <br />Chris Margo, Director of Marina Operations <cmagro©asmstockton.com> and Ely <br />Hayes, Second Deckhand <Elihayes@gmail.com>. Could not send e-mail to Alex <br />Thompson due to him not wanting to receive e-mails, requested Chris Margo to <br />inform and give a copy of the Notice to Abate to Alex Thompson. <br />5105.rpt <br /> Page 1 of 4
