NOTICE OF ABATEMENT ORDER <br /> Stockton Park Village, LLC - Howard Fairbanks -Anne Fairbanks <br /> Page 2 <br /> IMMEDIATELY ABATE the imminent hazards that are public nuisances and all <br /> outstanding and uncorrected violations of the Mobilehome Parks Act (MPA) as <br /> identified herein and below: <br /> I. Imminent Hazard and Public Nuisance to be abated within twenty-four (24) <br /> hours from the date of this order: <br /> 1. Repair, replace or install new Park drain lines. You are ordered to <br /> abate the public nuisance of restricted and/or clogged Park sewer drain or septic <br /> system lines by repairing, replacing or installing new Park drain lines, to stop raw <br /> sewage and human waste from backing up throughout the Park causing human <br /> waste and effluent to pond on the lot ground in violation of Health and Safety <br /> Code section 18554 subdivision (a) and (b) and CCR T25 sections 1102 and <br /> 1248. <br /> 2. Remove all sewage discharged into or onto ground within the Park <br /> caused by restricted or clogged sewer drain lines and/or septic system. <br /> You are ordered to abate the public nuisance of raw sewage and human waste <br /> from the ground and all lots inside of the Park, including but not limited to Lot#6 <br /> (sewage on lot); Lot #19 (sewage ponding behind the unit); Lot # 29 (sewage on <br /> lot), as human waste contains pathogens which can cause illness and disease <br /> and constitutes a public nuisance when improperly disposed of on the ground <br /> surface, and as such are required to do all of the following: <br /> A. Stop all sewage leaks from all recreational vehicles (RV)s, holding tanks <br /> and/or drainage piping systems onto or into the ground. <br /> B. Remove all visible sewage and contaminated soil and treat the ground <br /> with chemicals approved by San Joaquin County Environmental Health <br /> Department. Soil contaminated by sewage shall be disposed of in a <br /> manner consistent with the requirements of San Joaquin County <br /> Environmental Health Department. <br /> 3. Submit proof of compliance with this Abatement Order. You are <br /> required to submit the proof of compliance with this Abatement Order and <br /> produce proof of the following: 1) repair or replacement of the Park sewer drain <br /> or septic system lines causing the clog; 2) stop all leakage of raw sewage from <br /> drain systems or RV's located and removal of all visible sewage <br /> RV's located on lots; and 3) removal of all contaminated soil, to the Department <br /> no later than May 28, 2021. The Department will verify the proof of compliance <br /> on May 28, 2021. <br />
