It,:m No. 11 <br />P/C 11-3-77 <br />5-78-5 <br />Page 2 <br />REFERRALS AND REPLIES <br />- Mosquito Abatement <br />- Lodi Unified School District - objects to additional students. <br />DESIGN CONSIDERATIONS <br />- Improvements are required subject to Ordinance provisions relative to <br />improvements. <br />- The property is subject to an intermediate regional flood. <br />- The property was flooded in 1958. <br />OTHER CONSIDERATIONS <br />- Onsite drainage is proposed. <br />- The Environmental Review Officer has prepared a Negative Declaration for <br />this project based on an Initial Study of PEA #78-51. <br />The proposal appears to be consistent with the rural residential <br />designation. <br />DEVELOPMENT COMMITTEE ACTION <br />- On October 12, 1977, the Development Committee reviewed the proposal as to <br />its conformance with the statutes of the State and the ordinances of the <br />County. <br />- Staff recommended a conditional approval. <br />C- Local Health District commented on foreseeable problems and suggested thel <br />leach fields on Parcels 1 and 5 be moved. JJ <br />It was moved, seconded and carried by a unanimous roll call vote to ratify <br />the Negative Declaration and forward the matter to the Planning Commission <br />with a recommendation of approval subject to 12 conditions. <br />RECOMMENDATION <br />Ratify the Negative Declaration. <br />- Approval, with the finding that the proposal is in conformance with the <br />General Plan, subject to the following conditions: <br />1) All improvements shall be in conformance with the requirements <br />of the County of San Joaquin. <br />2) Easements for utilities shall be as required by Pacific Gas & <br />Electric Company, Pacific Telephone and Telegraph Company and <br />all other public utilities. <br />
