Item No. 3
PC: 1-8-87
SU -87-2
Page 2
7. The design of the subdivision or the type of improvements
will not conflict with easements, acquired by the public at
large, for access through or use of property within the pro-
posed subdivision because access easements have been included
in the subdivision design to meet the public need.
8. Any land or improvements to be dedicated to the County are
consistent with the General Plan because appropriate dedica-
tions for public streets and storm drainage facilities have
been proposed which provide for area circulation.
9. The design of the subdivision provides, to the greatest
extent feasible, for the future passive or natural heating
opportunities in the subdivision because the majority of the
streets are oriented in an east -west direction, thereby maxi-
mizing solar access to the subdivision lots.
PROJECT DESCRIPTION
The proposed project is to divide five existing parcels totaling
16.98 acres into 81 single-family residential lots. Two existing
residential dwellings will be demolished when the subdivision is
constructed. The lots are proposed to conform with the R1 -U
(Residential, Single -Family Urban) zoning district with a 6,000
square foot minimum lot size. The overall project density is 4.8
dwelling units per gross acre, which is consistent with the Low
Density Residential General Plan density of two to six units per
gross acre.
Public streets are proposed to serve the subdivision, with one
access from 5th Street (Jonquil Drive) and no access from Lathrop
Road. Access from the west will be via the planned extension of
Avon Street between Lathrop Road and "J" Street. In conformance
with the Lathrop Road Specific Road Plan, a dedication of 14 feet
along the Lathrop Road frontage is proposed. In order to provide
access to vacant property to the west of the subdivision, Jonquil
Drive will be stubbed to the west property line (refer to the
Tentative Map). Subdivision streets are proposed for 50 -foot -
wide rights-of-way with a 32 -foot -wide paved section and curb,
gutter, and sidewalks on boths sides of the street.
Public services are proposed to be provided by the Lathrop County
Water District for water and sanitary sewer, County Service Area
No. 4 for storm drainage, and Pacific Gas & Electric Company for
electrical power and natural gas. Fire protection is to be pro-
vided by the Manteca -Lathrop Fire District, with police protec-
tion by the San Joaquin County Sheriff's Department. The project
site is within the Manteca Unified School District.
