The Atwood site , 27 acres , has frontage on State <br /> Route 99 East Frontage Road . The Hogue site , 17 acres , <br /> extends north from the east end of the Atwood site , and it <br /> has frontage on Eight Mile Road . <br /> Each pre-application includes 1 ) a General Plan Map <br /> Amendment to Suburban Density Residential , 2) A Zone <br /> Reclassification to RA-30 , and 3) A Major Subdivision into <br /> parcels of at least 30 ,000 square feet . The Atwood <br /> subdivision would create thirty-one residential lots . The <br /> Hogue subdivision would create twenty residential lots . <br /> Suburban Density Residential areas typically are <br /> established on the fringe of an urban center. The Atwood <br /> and Hogue sites are located well outside the fringe of the <br /> Stockton Urban Center. The proposals conflict with the <br /> General Plan policy that states : <br /> "Urban growth will take place in areas within and <br /> adjacent to urban centers , precluding further random <br /> skip and ribbon developments ." <br /> The proposals request urban growth outside of an urban <br /> center. The land use element of the general plan would <br /> have to be amended to allow suburban density development <br /> outside of urban or rural centers . The General Plan <br /> policies for services are : <br />
