1 . Sewage Disposal : A public , treatment system <br /> operated by an existing agency . <br /> 2 . Water Supply : A public system operated by an <br /> existing agency . <br /> 3 . Storm Drainage : A public , terminal system approved <br /> by the Department of Public Works . <br /> These policies are implemented by Planning Title Sections <br /> 9-10101 (a) , 10201 (a) and 10301 ( a) , respectively . <br /> The Atwood and Hogue service proposals are : <br /> 1 . Sewage Disposal : Private septic tank/leach field <br /> systems . <br /> 2 . Water Supply : A community water system. <br /> 3 . Storm Drainage : Connection to a terminal system, <br /> when available . <br /> For the reasons noted above , the Planning Division probably <br /> would recommend denial of applications submitted for the <br /> Atwood and Hogue proposals . The proponents seem to have <br /> two other options : <br /> 1 . No Change in General Plan : This option would <br /> eliminate the land use and service conflicts , and it <br /> would allow residential subdivisions with 65 ,000 <br /> square-foot lots . A Negative Declaration probably <br /> would be the appropriate environmental documentation <br /> for development under this option. <br /> 2 . Amend General Plan to Allow Urban Development in <br /> Rural Residential areas without Public Services : <br /> This option would require changes to the <br /> above-stated , existing policies and requirements . <br /> The amendment request would have to specify the <br /> criteria and standards for development under this <br /> option .
