Sweeso, being duly sworn, hereby say: <br /> 4 I am a Senior Code Enforcement Officer, employed by the <br /> 5 County of San Joaquin, Community Development Department, <br /> 6 located at 1810 East Hazelton Avenue, in the City of Stockton, <br /> 7 County of San Joaquin, State of California. <br /> 8 I have been employed in this capacity for over4 years . <br /> 9 On September 15, 1992, your affiant contacted Bill Lane <br /> 10 at his property located at 23201 South Santa Fe Road, <br /> 11 Riverbank, CA. Also present at this meeting were Mr. Herman <br /> 12 Meyer, Attorney for the defendant, Bill Lane, and, Dean <br /> 13 Hendricks, District Attorney Investigator. <br /> 14 Upon arrival, your affiant observed that approximately 5 <br /> 15 per cent of the dirt pile had been dug into and moved a few <br /> 16 feet away. The dirt had not been sifted for debris . An <br /> 17 inspection of the dirt was conducted and the dirt was found to <br /> 18 contain rocks, wood, concrete, asphalt, metal fragments, and <br /> 19 pieces of broken asbestos impregnated pipe. <br /> 20 On September 30, 1992, I accompanied David Irey, Deputy <br /> 21 District Attorney, and Elaine Antolin, District Attorney Law <br /> 22 Clerk, to the property to conduct a quick visual inspection <br /> 23 prior to appearance in Escalon Municipal Court. This <br /> 24 inspection was made at approximately 9 : 30 a.m. During this <br /> 25 inspection, I observed three piles of newly dumped dirt and <br /> 26 debris . This material had been dumped since the inspection on <br /> 27 September 15, 1992 .
