containing an unknown liquid substance, five metal spray type
1
cans and a medium size (approximately 2- 1/2 gallon size) white
2
container similar to that used to carry freon, propane or
3
4 similar gases . One small container was labeled "Easy Off Oven
5 Cleaner" , one can labeled "WD:4011 , and three of the small
6 containers were labeled "Chain Lube" .
7 Also observed on - the north side of the property
approximately 25 feet from the interior driveway was a 55
8
9 gallon size metal container. This container dull blue
10 painted, had a black liquid residue covering the outside of
11 the barrel and the dirt area immediately adjacent to the
12 barrel was marked with heavy black wet markings . The black
13 liquid substance appeared similar to used motor oil . An
14 inspection of this barrel in the presence of Mr. trey revealed
15 the barrel to be standing upside down with the two openings
16 facing the ground. Tipping the barrel, I discovered it to be
17
empty. Further inspection of the area revealed the area
18 adjacent to the spill to be contaminated from this spill and
19 that a tractor scoop load of dirt had been spread over the
20 majority of the spill area.
21 I took three polaroid photographs of the area of the new
22 dumping and five polaroid photographs of the area of the
23 possible oil spill.
24
25
26
27
28
2
