j . All utilities serving the development shall be underground. 2 . Local Health District : a. This tentative division of land shall meet the Rules and Regulations of San Joaquin County Ordinance No . 549 . A percolation test and a minimum sewage disposal area are required for Local Health District approval . A permit for the percolation test from the Health District is required. b. An improvement plan must be submitted to and approved by the Local Health District prior to the approval of the final map, and it must show the following: ( 1 ) Show the location of the sewage disposal area on each parcel . ( 2 ) Show the location of existing septic systems and wells within 150 feet of the proposed project site. Construct an individual domestic water well under a well permit and inspection by the Local Health District for each parcel . (3) Show the location of storm drainage facilities . c. Any existing septic systems or wells which may be present in the project area and which are to be destroyed must be abated under permit and inspection of the Local Health District . 3 . Building Inspection Division: a. A grading plan shall be submitted by the applicant , and it shall be approved and a grading permit issued by the Building Inspection Division prior to the performance of any excavation or filling of earth material . b. The grading plan shall contain the information listed in the U.B.C . , Appendix, Chapter 70, Section 7006 ( 1 ) . c . The grading plan shall include complete drainage details and elevations of the adjacent parcels . Retaining wall details shall be submitted where applicable . d. Subdivision grading in excess of 5 , 000 cubic yards shall comply with Section 7014 for "Engineered Grading Requirements . " e. All recommendations of the soils engineer shall be incor- porated in the grading plans . f . All compaction reports must be submitted prior to issuance of a building permit .
