County Counsel determined, however, that the Subdivision Map <br /> Act required a tentative and final map, the parcel map procedure <br /> was inappropriate, and a regular subdivision application was <br /> required which was then submitted by applicant on July 24, 1987 . <br /> The proposed realignment of the applicant ' s parcels are <br /> located in an area designated as agriculture on the General Plan <br /> and is zoned GA-40. The existing parcels of the Record Junction <br /> Tract are legally, nonconforming parcels within the General Plan <br /> and zoning ordinances. The initial intent of the applicant was <br /> to obtain 8 Certificates of Compliance and 8 private Rights-of- <br /> Way because no new parcels are being created. It is applicant ' s <br /> position that the existing parcels of the Record Junction Tract <br /> are legally recognizable lots for sale, lease and financing. <br /> Applicant submits that at issue should be only the concerns <br /> raised by County staff regarding through circulation and access <br /> to the parcels. The proposed realignment adequately addressed <br /> County staff ' s concerns regarding through circulation and access <br /> to the parcels and should be approved. <br /> -3- <br />
