PLANNING COMMISSION MINUTES <br /> OCTOBER 15 , 1987 <br /> 1. MAJOR SUBDIVISION APPLICATION NO. SU-88-1 OF SAM LODUCA (C/O MONTE <br /> SEIBEL) to resubdivide ten (10 ) parcels, consisting of 44 . 57 acres , <br /> into ten (10 ) parcels (Record Junction Tract ) . The property is <br /> located on the south side of French Camp Road, approximately 1000 feet <br /> east of Union Road, north of Manteca. (Supervisorial District No. 1 ) <br /> James Van Buren, Associate Planner, introduced a staff report into <br /> the record. Recommended Conditions of Approval, Nos . 1 (a ) and 2 (d) <br /> were revised as follows: <br /> 1 (a ) Prior to recordation of the final map, a copy of the preli- <br /> minary Subdivision Report shall be supplied to the Planning <br /> Division. The report shall specify that no structures or <br /> improvements can be built within or east of the access ease- <br /> ment located adjacent to the railroad tracks , nor shall any <br /> fence or gate be permitted to bisect the road easement area <br /> of Lots 1 , 2 , 3 , and 10. This condition can be waived if <br /> this easement is relocated to be adjacent to the eastern <br /> property line. <br /> 2 (d) All interior streets shall be dedicated and improved within <br /> the subdivision in conformance with County standards of <br /> 50-foot right-of-way streets (rural and estate type ) . <br /> Junction Court to the east boundary of the subdivision shall <br /> be reserved for a 50-foot right-of-way street and shall be <br /> improved with six inches of aggregate base, 24 feet wide. in <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Monte Seibel, representing this application, was present. <br /> He said that a portion of the land is an old eight lot subdivision. <br /> Mr. Loduca now wants to develop the subdivision . There is an access <br /> problem and he originally suggested that the project be submitted as a <br /> lot line adjustment to adjust the lots to provide access to the sub- <br /> division off of French Camp Road. However, the County advised that <br /> since the old lot lines are to be erased and new roadway alignments <br /> are proposed a new subdivision map must be filed. He said they are in <br /> agreement with the conditions except for Condition 2 (e) requiring road <br /> improvement. He said they do not want to build a four-lane section on <br /> French Camp Road at this time. He asked that the condition be <br /> deferred until the area is developed and there is a need for a four- <br /> lane road. <br /> Manuel Lopez , Department of Public Works, said that the condition is a <br /> YaNva condition. He said that the only time they would defer that condition <br /> would be if there was no apparent development along the street. He <br /> went on to say that this would complement the road improvements put in <br /> PC: 10/15/87 MINUTES <br /> -4- <br />
