ITEM NO. 8 <br /> PC: 3-16-78 <br /> S-78-6 <br /> page 3 <br /> DEVELOPMENT COMMITTEE ACTION <br /> - On February 22 , 1978, the Development ratified EIR-78-4 and forwarded <br /> the subdivision to the Planning Commission with a recommendation for <br /> approval subject to the conditions listed under Recommendation. <br /> RECOMMENDATION AND FINDINGS <br /> Certify the E.I.R. and approve the subdivision subject to the <br /> following conditions recommended by the Development Committee, based <br /> on the following findings : <br /> - The subdivision conforms with the General Plan and the <br /> Specific Plans of San Joaquin County. <br /> - That with the proposed conditions of approval the proposed <br /> subdivision will not have a significant adverse effect on <br /> the environment. <br /> - The size is physically suitable for the proposed type and <br /> density of development. <br /> Recommended Conditions <br /> 1) All improvements shall 1,e in conformance with the requirements of ti,. <br /> County of San Joaquin. <br /> 2) Easements for utilities shall be as required by Pacific Gas & ElectriL. <br /> Company and Pacific Telephone and Telegraph Company, and all other public <br /> utilities . <br /> 3) Plans for all improvements shall be approved by San Joaquin County <br /> Department of Public Works prior to consideration of the Final Map. <br /> 4) The subdivider shall provides terminal drainage to Mosher Slough. TY., <br /> drainage system design and iinprovements shall be subject to the appy-r- <br /> of the San Joaquin County Department of Public works. <br /> 5) Subject to the requirements of San Joaquin County Ordinance No. 549, <br /> including the following : <br /> a. Percolation tests shall be conducted on every third lot in the sub- <br /> division. <br /> b. Minimum sewage disposal areas, as determined from the percolation i,r , <br /> to be shown on the final map. <br /> c. The minimum sewage disposal area .required for each lot shall be <br /> recorded on the deed as a restriction on land use. <br /> d . Provided the developer retains control of construction for the enti.r• . <br /> subdivision, the minimum sewage disposal area for each lot will be <br /> permitted to be located within five feet (5 ' ) of a property line b:i.t}7 <br /> the exception of those lots bordering Mosher Slough. <br /> e. It is recommended that the deed restriction on the land use aspe_t <br /> relative to the sewage disposal area be published in the Real Estate <br /> Commissioner' s Final Report for the subdivision. <br /> F. Storm water retention areas for each lot are to be shown on the fin::" <br /> map. <br /> il . Sewage disposal areas shall not encroach into any public utility <br /> easements. <br />
