E. Project Implementation <br />Residents of Santos Ranch have organized into a committee (See attached <br />list of members, page D-1 of Appendix) to further identify suspected <br />pollution and contamination of their ground water supply, to prepare <br />a mitigation plan and financial implementation plan under Section 205 <br />(j), Clean Water Act. If condition evaluation indicates that a health/safety <br />hazard exists, they plan to proceed with remedial work that will provide <br />safe and reliable sewage treatment/disposal and safe potable water. <br />Further they have hired Moldenhauer Engineering Company of Davis, <br />California to represent them in several activities, one of which is <br />preparation of this Section 250 (j), Clean Water Act Grant Application. <br />On 13 August 1984 the Citizens Committe requested their engineer to <br />represent them at a Public Hearing for the San Joaquin County Water <br />Quality Management Plan conducted by the San Joaquin County Flood <br />Control and Water Conservation District Board of Directors. <br />In Particular the Citizens Committee endorsed the general organization <br />and statements of the above, San Joaquin County Water Quality <br />Management Plan as it effected the Santos Ranch Development area; <br />in addition, they requested the following statement be added as Item <br />18, to Chapter 6, Recommended Action Plan, Implementation Schedule, <br />Recommendations page 6 - 3 of said document: <br />Item 18 Apply for 205 (j) Planning Grant Prior <br />to 20 August 1984 for planning work <br />at Santos Ranch Development and Currier <br />Estates with emphasis on TDS and Nitrate <br />buildup in ground water supply and <br />investigate effectiveness and reliability <br />of sewage disposal via septic tanks and <br />leach fields. <br />
