'['his addition was riot made to the San Joaquin County Water Quality <br />Management Plan, which was approved by the Board of Directors; however, <br />as a separate resolution to the San Joaquin County Board of Supervisors, <br />the San Joaquin County Flood Control and Water Conservaton District <br />Board of Directors did unanonymously recommended that the Board of <br />Supervisors act as the necessary public agency applicant authority for <br />this Section 205 (j), Clean Water Act Grant, of which the local share <br />costs would be paid by the Citizens Committee at no cost to San Joaquin <br />County. The following three documents pertinent to the above hearing <br />are presented in appendix as Exhibit A-1, A-2 do A-3. <br />The Citizens Committee has requested through Ms. Evelyn Costa, their <br />District's Supervisor, County Counsel and others that San Joaquin County <br />act as the contracting agent with the State Water Resources Control <br />_ Board for this Section 205 (j) Clean Water Act Grant, at no cost or expense <br />to the County of San Joaquin. The Citizens Committee will pay for <br />this application preparation and the local share of the Ground Water <br />Study. (See Appendix A-3). <br />The Citizens Committee of Santos Ranch Development are definitely <br />committed to implementation of a plan to mitigate their suspected ground <br />water problems. At least one of the local School Board Members is <br />committed to seeing ground water improvements if needed. Local and <br />State agencies are not apparently aware of specific documented public <br />health and safety hazards, however, correspondence and memorandum <br />from the California Water Quality Control Board, Central Valley Region <br />and the San Joaquin County Local Health District (see Appendix A-2, <br />pages B-1 to D-2) indicates that these agencies suspect that ground water <br />and domestic water well pollution and/or contamination may exist at <br />Santos Ranch/Currier Estates or Lammersville School. <br />In view of past action of both agencies, if a public health and safety <br />condition is demonstrated to exist they may provide reasonable and suitable <br />commitment to implement the management practices developed by this <br />205 (j) Study. <br />
