The property consists of an approximate
48-acre parcel identified as APN 198-120-09 in Lathrop, San Joaquin County, California. Waste
management work at the site included excavation/removal, stockpiling, sampling, laboratory
testing, and onsite reuse of a layer of solid waste materials (primarily broken glass) and associated
soils that existed beneath a clean soil “cap” on the far northwesterly portion of the subject parcel
(area referred to as Waste Unit 1 [WU1]). Following the excavation and sampling of WU1
materials, soils beneath this area were sampled (generally on a grid pattern) for laboratory testing.
Additionally, as approved by the involved regulatory agencies, the removed/stockpiled materials
from WU1 were evaluated and determined to be acceptable for onsite reuse; our firm developed a
Workplan for onsite reuse of these materials and we performed site observations during reuse
activities.

The waste management work described herein is a component of the clean closure activities for
the subject parcel in general accord with CCR Title 27, Section 21810 and with the guidance
outlined in the Local Enforcement Agency (LEA) Advisory #16 published by CalRecycle.
Advanced GeoEnvironmental (AGE) prepared a Clean Closure Plan for the property dated June
