Item No . 2 <br /> PC : i1-20-86 <br /> SU-86-16 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> Genei,al Plan and Zoning: <br /> The area proposed for development is designated as Low Density <br /> Residential on the Land Use/Circulation Element Map of the <br /> General Plan. This designation allows up to six dwelling units <br /> per gross acre . The General Plan/Zoning Consistency Matrix <br /> adopted by the Board of Supervisors on June 15 , 1976 , indicates <br /> three zoning districts that are consistent with Low Density <br /> Residential : R1-10, R1-8 , and R1-U. This subdivision is pro- <br /> posed to be developed under the R1-U zone . The specific den- <br /> sity of the Wine Country project is 4 . 5 dwelling units per <br /> acre . Minimum lot size for R1-U is 6 , 000 square feet . <br /> Approximately 50 percent. of the lots in the subdivision are at <br /> this minimum lot size . <br /> An 8 . 5-acre ,portion of the 29-acre project site was rezoned <br /> from GA-1 (General Agriculture, one-acre minimum) to R1-U by <br /> the Board of Supervisors on October 16 , 1986 . This rezoning <br /> will become effective on November 15 , 1986 , and will place the <br /> entre subject property under R1-U zoning. <br /> The two major issues associated with residential development of <br /> the subject property are ( 1 ) the provision of urban services <br /> (water, sewer , and storm drainage) and ( 2 ) construction of a <br /> bridge across the Woodbridge Irrigation District (WID) canal. <br /> and extension of Chestnut Street south to connect with Turner <br /> Road . <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Traffic Circulation : <br /> At the present time , access to the Woodbr_,dge. Community fro!n <br /> the south is limited to Lower Sacramento Road. A second access <br /> to Turner Road has been planned through adoption of the <br /> Woodbridge Specific Road Plan, which specifies the extens_o-, of <br /> Chestintt Street across the WID canal to connect w-1 'h Turner <br /> Road via Woodhaven Lane ( refer to Land Use Map) . <br /> The Wondi?-idge i4uni.c:ipal Advisory CounCil (NAC ) hc:s i'Clicated <br /> their concern that added traffic from the project would <br /> increase congestion in the area, pat. ticularl., 'an Lilac Street , <br /> Eilers Lane , and Woodhaven Lane .
