Following removal of the ASTs, Hudspeth began excavation activities of the fill material surrounding the
underground fuel piping. The excavated fill material was stockpiled adjacent to the piping excavation
pending analysis and removal. The underground fuel piping and fuel dispensers were placed into a storage
bin pending removal. The piping, fuel dispensers, and soil were transported for disposal under manifest
number 022071064JJK to Hazmat TSDF, Inc. in Bloomington, California on March 12, 2021. A copy of the
hazardous waste disposal manifest is included in Appendix D.
2.2 Soil Sampling Activities
On February 24, 2021, following removal of the ASTs, underground piping, and fuel dispensers, APTIM
personnel collected four soil samples, labeled DS-1(1), DS-2(1), PL-1(1) and SP-1,2,3,4, from below the
former fuel dispensers, piping trench, and soil stock pile under the direction and supervision of Mr. Daniel
Stowe with the SSJFA.
Soil samples DS-1(1) and DS-2(1) were collected from the piping trench below the location of the former
fuel dispensers. The soil samples were collected at a depth of three feet below surface grade using a hand
auger and steel sleeves.
Soil sample PL-1(1)was collected from the center of the piping trench. The soil samples were collected at
a depth of three feet below surface grade using a hand auger and steel sleeves.
In order to evaluate soil re-use or disposal options, one 4-point composite soil sample, labeled SP-1,2,3,4,
was collected from the soil stockpile located east of the former piping trench. The soil sample was
collected by pushing sample container into the stockpile at random locations until each was full.
After the soil samples were collected, the samples were appropriately labeled, placed in a cooler with ice,
and transported under chain-of-custody protocol to the analytical laboratory. Copies of the chain of
custodies are included in Appendix F.
2.3 Sample Analyses
The soil samples were transported and submitted to McCampbell Analytical, Inc. (McCampbell), an ELAP-
certified laboratory in Pittsburg, California. All samples were analyzed for total petroleum hydrocarbons
as diesel (TPH-D) by EPA method 8015B, total petroleum hydrocarbons as gasoline (TPH-G), and volatile
organic compounds (VOCs) by EPA Method 8260B.
2.4 Soil Sample Analytical Results
Analysis of the stockpile sample SP-1,2,3,4 detected TPH-D and TPH-G at concentrations of 630 and 110
milligrams per kilogram (mg/kg), respectively. Analysis of VOCs detected n-Butyl benzene at a
concentration of 0.75 mg/kg; 1,2,4-Trimethylbenzene at a concentration of 1.4 mg/kg; 1,3,5-
Trim ethyl benzene at a concentration of 0.35 mg/kg; m,p-Xylene at a concentration of 0.12 mg/kg; and
Total Xylenes at a concentration of 0.12 mg/kg. No other analytes were detected in any of the remaining
soil samples collected below the former fuel dispenser locations or within the piping trench.
