2.0 TANK REMOVAL FIELD ACTIVITIES <br /> 2.1 Tank Removal <br /> Prior to removal of the tanks, 3,086 gallons of diesel fuel were removed from the ASTs by Henner <br /> Tanklines, Inc. on January 15, 2021. The diesel fuel is being used by Vaca Valley Excavating and Trucking <br /> for its intended purpose as a fuel. On February 22, 2021, the interiors of each of the two 5,000-gallon <br /> Diesel ASTs were triple-rinsed by Environmental Logistics, Inc. personnel through the fill ports of the tanks <br /> using a fresh water/detergent mixture and a hot water pressure washer to remove any residual diesel fuel <br /> and attempt to inert the atmosphere of the tank.The 300 gallons of rinsate was removed with a vacuum <br /> truck and the interior of the tanks were then inspected to ensure all sludge and liquids had been removed. <br /> The rinsate with residual diesel fuel was transported for disposal under manifest number 021980969JJK <br /> to Hazmat TSDF, Inc. in Bloomington, California. A copy of the hazardous waste disposal manifest for the <br /> rinsate is included in Appendix B. Photographic documentation of the tank removal activities is included <br /> in Appendix C. <br /> On February 23, 2021, Hudspeth & Associates, Inc (Hudspeth) removed all aboveground piping attached <br /> to both ASTs and placed the piping into a 20-yard roll-off bin supplied by Environmental Logistics, Inc.for <br /> disposal off site.The piping was transported for disposal under manifest number 022071064JJK to Hazmat <br /> TSDF, Inc. in Bloomington, California. A copy of the hazardous waste disposal manifest for the piping is <br /> included in Appendix D. Following removal of aboveground piping, Hudspeth sawcut the piping trench, <br /> which contained approximately 20 feet of underground fuel piping that connected the ASTs to two <br /> adjacent fuel dispensers,and removed the piping trench concrete.The concrete was placed on a Hudspeth <br /> truck for disposal off site. Residual fuel and absorbent generated from the underground piping removal <br /> activities were placed into a 55-gallon drum supplied by Environmental Logistics, Inc.for disposal off site. <br /> The drum was transported for disposal under manifest number 022071063JJK to Hazmat TSDF, Inc. in <br /> Bloomington, California. A copy of the hazardous waste disposal manifest for the drum is included in <br /> Appendix D. <br /> On February 24, 2021, Environmental Logistics, Inc. added approximately 200 pounds of dry ice to the <br /> interior of each AST to further inert their atmosphere. Prior to tank removal, the lower explosion limit <br /> (LEL) and percent oxygen were measured to be 0%LEL and 20.9 Vol%Oxygen and within acceptable levels <br /> for transport of each AST. Upon permission from the Certified Unified Program Agencies(CUPA)inspector, <br /> the ASTs were removed from the concrete berm containment with a crane by Hudspeth and then <br /> inspected for signs of deterioration, holes, or leakage. No signs of deterioration, holes, or leakage were <br /> present in the tanks. <br /> Following removal,the ASTs were loaded onto trucks and transported by Environmental Logistics, Inc. to <br /> Alco Iron & Metal in San Leandro, California, for disposal under a bill of lading.
