7 <br /> Noise <br /> 5.a., b. <br /> Significant noise related impacts are not anticipated. Although the applicant is proposing 24-hour <br /> operations, there are few residences within several miles of the site. Because the site is already subject <br /> to high noise levels from adjacent 1-580 and 1-5, and operations will be conducted below grade, only a <br /> slight and less than significant increase in noise is anticipated. <br /> Transportation <br /> 9.a. <br /> The applicant anticipates approximately 240 trips per day over the 50-year life of the expanded quarry <br /> excavation. While this number of trips will not likely lead to a drop in the level of service on area roads, <br /> it may cumulatively impact the area's roadways when truck traffic from other existing and approved <br /> quarries is considered. Also, truck traffic may degrade the actual road surfaces. <br /> Cultural Resources <br /> 10. <br /> The Cultural Resource Survey prepared by the applicant's consultant concluded that development of the <br /> quarry would not likely have any negative impacts relative to cultural resources. No surficial evidence was <br /> discovered on the 501-acre site to indicate the presence of cultural resources, nor did a records search <br /> identify any known sites within the project area. In the event that any cultural resources are discovered <br /> during the excavation, the operator will be required to cease all activity and contact a qualified <br /> archaeologist to evaluate the find. <br /> Aesthetics <br /> 12. <br /> Interstate 580 is identified in the General Plan as being a Scenic Route. General Plan Open Space Policy <br /> No. 13 (p. VI-5) states, 'Development proposals along scenic routes shall not detract from the visual and <br /> recreational experience.' Given the site's proximity to Interstate 580 and Interstate 5 and the nature of <br /> the proposal, the three 130-foot-deep pits are likely to 'detract from the visual experience." This may be <br /> inconsistent with the General Plan and also may create a significant environmental impact relative to <br /> aesthetics. <br /> Biological Resources <br /> 3.a., b. <br /> The 121-acre portion of the site shown as 'Reserve' on the Site Plan is not proposed to be excavated as <br /> part of this permit. This portion of the site is within the Core Conservation Area of the San Joaquin Kit <br /> Fox Habitat Conservation Plan (HCP). <br /> There is also the potential for vernal pools to exist on the site, particularly west of 1-580 along Hospital <br /> Creek. The biological survey prepared by the applicant's biologist also identified several special status <br /> avian species using the area around the stock pond in the western portion of the site for foraging. <br /> Revised Initial Study - 10 - OX-94-1 <br />
