The portion of the site to be excavated, between 1-580 and 1-5, is within the Buffer Area of the HCP <br /> Conservation Area. <br /> Mandatory Findings of Significance <br /> 16.a. - d. <br /> As discussed above, the project is likely to have significant or potentially significant impacts in the <br /> following areas: geotechnical/earth resources, biological resources, cumulative air quality, cumulative <br /> transportation, loss of agricultural land, and aesthetics. While the project will enable construction <br /> materials to be excavated and marketed, it will result in the permanent loss of nearly 300 acres of <br /> agricultural land (to pit slopes) and the creation of three pits up to 130 feet deep. It is also questionable <br /> whether the 80 acres remaining in the pit bottoms can be reclaimed to agricultural uses. <br /> Revised Initial Study - 11 - QX-94-1 <br />
