Ms. Alison Hudson <br />December 23, 1994 <br />Page 2 <br />SAN JOAQUIN DELTA COLLEGE JUNE 1, 2, & 3, 1995 <br />SHIMA 2 PARKING LOT <br />5151 PACIFIC AVENUE <br />STOCKTON, CA 95207 <br />CAH <br />The Department has determined that a variance from the <br />Hazardous Waste Facility Permit Requirements of California Code <br />of Regulation, Title 22, Division 4.5, Chapter 20 to operate a <br />household hazardous waste collection facility which may also <br />include collecting hazardous waste from conditionally exempt <br />small quantity generators at the above locations is appropriate. <br />This variance from the requirements for a permit is issued <br />to San Joaquin County pursuant to Health and Safety Code, section <br />25143 (a) (2) (A), indicating that the Department has made the <br />determination that the operation of this facility, pursuant to <br />the conditions specified in the variance, is insignificant or <br />unimportant as a potential hazard to human health and safety, or <br />the environment. <br />A review of your application and operation plan indicated <br />the following information to support your request: <br />1. The County of San Joaquin, Department of Public Works, <br />Household Hazardous Waste contact person, Alison Hudson, <br />telephone number (209) 468-3066, will assume the role of <br />generator and collection program sponsor. <br />2. Burlington, Environmental, Inc. located at 301 W. Channel <br />Rd, Benecia, Ca 94510, contact person, Janice Oldemeyer, <br />telephone number, (707) 747-7700 will collect, sort, package <br />and manifest the waste brought to the site, in <br />environmentally safe and appropriately labeled containers in <br />accordance with Department of Transportation (DOT) <br />standards. <br />3. All HHW collected may be removed from the collection site <br />by the end of the day by registered haulers to appropriate <br />permitted treatment, storage or disposal facilities. <br />Recyclable wastes such as motor oil, coolant, lead -acid <br />batteries, and latex paint shall be transported to <br />authorized recyclers as indicated in the variance <br />application. <br />4. Only recyclable motor oil, latex paint and antifreeze will <br />be bulked during hours when wastes are being accepted at the <br />collection facility and all bulking will occur in secured <br />area away from the receiving area. <br />
